Competency Based Human Resource Management
Competency based human resource planning serves as a link between human
resource management and the overall strategic plan of an
organization.
Competencies are defined as
observable abilities such as, skills, knowledge, motivations or traits defined
in terms of the behaviors needed for perform successfully.
Levensaler,
Talent Management System 2010
Competency based management
supports the incorporation of human resources planning with business planning
by allowing organizations to assess the current human resource capacity based
on their competencies, against the capacity needed to achieve the vision,
mission and business goals of the organization. Targeted human resource
strategies, plans and programs to address gaps (e.g., hiring and staffing learning; career development; succession
management; etc.) are then designed, developed and implemented to close the
gaps.
Purpose
While competencies are not new to
most organizations, what is new is their increased application across varied
human resource functions (i.e., recruitment/selection; learning and
development, performance management, career development and succession
planning, human resource planning). Organizations are looking for new ways to
acquire, manage and retain the precious talent needed to achieve their business
goals. Employees with talent add value to the organization eg, in our
Organization annually reward for the best performer and innovations witch
brought successes to the organization by the chairman himself.

CBM solutions provide input into and
drive all aspects of employee career development. This allows organizations to
improve productivity in most areas of human capital management CBM is typically
referred to as "strategic" in that it attempts to link organizational
planning to job execution.

Benefits
for employees on Competency Based Approach
High-performance organizations
realize that their success depends on how capable their people are. They also
recognize that formal education doesn’t necessarily equip employees with the
appropriate skills to thrive in the workplace. The solution lies in training
staff to meet the specific requirements of the organization.
How
Competency Creates a Win Win Environment
In a competency based system, both
the employer and the employee benefits. This is a result of establishing a
transparent blueprint for recruitment, job exceptions and permanence
evaluation. Personal judgment and subjectivity are minimized, creating a more
positive work environment and a stronger relationship between employee and
employer.
